Make sure that you select your home size so that you are looking at the plan rates that apply to a home of your size.  This is very important.  If you live in an apartment, you do not want to be looking at the 2000 kWh rates.  If you enroll in a plan based on a cheap electricity rate at the 2000 kWh level you will probably end up paying a much different rate when you use considerably less electricity than that.
That’s what Josh Burdick thinks when looks around for electricity deals on Power to Choose for his 1,400 square foot West University condo. But Burdick, 45, an information technology project manager for an oil company in Houston, figured that he wouldn’t end up saving that much. He signed up with Reliant 11 years ago and has never left, paying anywhere from $120 to $150 a month during the summer. He is not even on a plan, instead paying month-to-month market rates, which typically cost more than longer term retail contracts.

Some good news: According to J.D. Power’s 2016 survey on retail electric providers (its most current survey of the space), Texas has the highest overall satisfaction with retail electric providers out of any state. And because rates, plans, and offers can be so similar from provider to provider, customer satisfaction scores are a great way to break a tie. Think of it like choosing who to hire when you have two candidates with similar resumes — you’re going to pick the person with the glowing references.
Texas deregulation began in early 2002 with the approval of Texas Senate Bill Number 7. Now, the majority of the state, including Houston, has the power to select their own provider. Previously, consumers were only given one option for an energy supplier. Deregulation has allowed competition in the energy market and has given residents the power to choose which energy provider sells them energy and bills them each month.
The increase in retail rates come as companies prepare for surging prices in the wholesale electricity markets where they buy their power. Forecasts of higher than normal temperatures and record power demand are coinciding with the shutdown of at least three coal-fired plants, leading to concerns that temporary shortages on the hottest summer days could send wholesale prices, which typically average less than $50 per megawatt hour, spiking to $3,000 per megawatt hour or higher. (A megawatt hour is 1,000 kilowatt hours.)
For example, if you use a small amount of energy each month, you expect to be rewarded — right? Unfortunately, nearly all electricity plans from Texas REPs are advertised as costing more per kWh the less electricity you use. It’s a little like buying in bulk: Providers often discount your bill when you cross certain kWh thresholds. For instance, one 12-month plan from StarTex Power quotes 8.1 cents per kWh for 1,000 kWh a month and 8.8 cents for 2,000 kWh per month, but 12.1 cents for 500 kWh per month. Why the difference? Customers get $35 back each month if they pass 1,000 kWh of use, and another $15 back per month if they cross 2,000 kWh. In this case, using half as much electricity as your neighbor on the same plan wouldn’t get you half the bill.

One way NRG has expanded its customer base — it has about 30 percent of the retail electricity market in Texas compared to about 20 percent a decade ago —is by putting employees into retail settings such as grocery stores and discount stores to meet with consumers about the company’s electricity plan offerings. The face-to-face interactions have helped the company explain the range of current offerings, said Killinger. NRG also emphasizes the importance of buying power from a company with enough financial heft that it will be around in the future.

With a population of over 2.3 million people, Houston is the largest city in Texas and the fourth largest city in the US by population.  It was once the world’s most important hub for the oil industry.  Energy is still a major industry in Houston and an important part of the local and state economies.  Many of the state’s retail electricity providers are based out of Houston.

Before you switch providers, you’ll need to determine whether you’re under a contract with your current provider, and if so, how long you have left on your contract. You can usually find this information by looking at your electricity bill or by calling your energy provider. If you choose to switch before your contract is up, your current contract may outline an early termination fee. However, according to the Public Utility Commission of Texas, customers can switch providers without paying an early termination fee if they schedule the switch no earlier than 14 days before their current plan expires. When you change providers, you’ll be able to indicate the date you want the switch to occur.
If your monthly use hovers around the 2,000 kWh mark, you’ll be spending around $2,000 per year on electricity bills no matter which REP you choose. With that level of investment, you may be tempted by an offer to get something extra in return — like rewards. In Houston, 0% of people have switched to a plan that has some renewable energy component to it. Another 0% have switched to a plan that is partially renewable, while 0% have switched to a plan that powers homes completely by renewable electricity. This of course means that 100% of people have remained on a plan powered by traditional sources of electricity such as coal or nuclear power.
