The increase in retail rates come as companies prepare for surging prices in the wholesale electricity markets where they buy their power. Forecasts of higher than normal temperatures and record power demand are coinciding with the shutdown of at least three coal-fired plants, leading to concerns that temporary shortages on the hottest summer days could send wholesale prices, which typically average less than $50 per megawatt hour, spiking to $3,000 per megawatt hour or higher. (A megawatt hour is 1,000 kilowatt hours.)
Electric companies buy longer-term contracts so they can hedge their risks when they’re selling long-term electricity plans. Just a week ago, it looked as if wholesale prices would be as high as Texas has seen in the past 15 years, said Ned Ross, director of governmental affairs for Direct Energy, the third biggest seller of electricity in Texas, behind No. 1 NRG and No. 2 TXU. Future prices have retreated recently, but companies buying power for August are still paying at least double what they paid a year ago, according to data from the Electric Reliability Council of Texas, or ERCOT, which oversees the state’s power markets.
To skirt the late summer electricity rate hikes, a little bit of planning can really pay off. Try to avoid signing new long-term electricity contracts in late summer. While it may be impossible to escape signing a new electricity contract if you’re moving during that time, just know that a short-term plan may make more sense until the rates go back down in the fall.  That way you’re not stuck paying a premium rate for an entire year or more.

Before you switch providers, you’ll need to determine whether you’re under a contract with your current provider, and if so, how long you have left on your contract. You can usually find this information by looking at your electricity bill or by calling your energy provider. If you choose to switch before your contract is up, your current contract may outline an early termination fee. However, according to the Public Utility Commission of Texas, customers can switch providers without paying an early termination fee if they schedule the switch no earlier than 14 days before their current plan expires. When you change providers, you’ll be able to indicate the date you want the switch to occur.


Fixed-Rate plan: With a fixed-rate plan, you’ll lock in an electricity rate for the term of your contract. The most common term lengths are six ,12, and 24 months. Most fixed-rate plans charge customers an early termination fee if they switch providers before their contract expires, but your electricity rate will stay stable through the seasons. These rates are a better option for customers who own a home or have a long-term lease. These electric plans offer price protection and stability but usually require a longer commitment. The energy rates and prices will remain constant rather than fluctuating each month. The downside of this is that when energy prices drop, you will not benefit from the discounted energy. The positive, however, is that when energy prices spike, you will not be affected.
And just like with any plan, it’s worth it to do the math to see how different scenarios will affect your bill. Take, for example, a home in Sweetwater that uses about 1,000 kWh of energy per month, and is interested in the Texas Essentials 12 plan. Zero percent renewable energy is the cheapest option — but by committing to a $5 monthly charge for its 100 percent “JustGreen” option, it’s actually cheaper than the 60 percent hybrid renewable option.
